quality of life for citizens, enhance the appearance of neighborhoods
and sustain the tax base."
Innovation Model
The Office of Code Compliance is based on an Innovation Model consisting of the
following components:
- Inter-departmental coordination
- Empowerment of City employees
- Update of the Code of Ordinances
- Neighborhood participation
- Public image component
- Integrated technology systems
The goal of the Office of Code Compliance is compliance.
Organization of
the Office
The Office of Code Compliance consists of Office Staff and Field Staff. Code Officers are assigned to
geographic zones within the City and are responsible to investigate complaints and obtain compliance
within their zone. When an issue is identified, Code Officers partner with other departments in a holistic
approach to utilize all available resources to resolve the issue.
Office Staff receive complaint information from the public and process case records generated by
officers in the field. Special Masters, who are licensed attorneys, are utilized to hear and adjudicate
cases that fail to come into voluntary compliance.
2008 Statistics
- Code Compliance Officers investigated approximately 1,038 complaints.
- Officers initiated over 20,000 additional cases while on routine patrol.
- On average, about 50% of cases complied within 30 days of being initiated.
- About 95% of all cases either complied, or entered into a Stipulated Agreement
to comply.
- Over 7,200 gallons of free paint were distributed to residents through the
Operation Paintbrush program.
- Approximately $52,000.00 in case processing cost assessed to violators.
Programs Offered
The Office of Code Compliance distributes free paint to property owners in the City.
Participants are eligible to receive up to fifteen gallons of paint. Well over 50,000
gallons of paint have been distributed since since inception of the program. For additional

Accomplishments
- Four staff members have received the Diamond Service Award, the City's highest
employee recognition award.
- Three Code Compliance Officers have received awards for life saving.
- A Code Enforcement Officer was recognized by the Broward County School Board
as an Outstanding Mentor.
- The office partnered with the Community Development Agency to enhance
code Compliance coverage in the Downtown and on the beach.
- Operation Paintbrush received the American Association of Code
Compliance's
award for Outstanding Code Compliance Techniques.
